The U.S. Court of Appeals for the D.C. Circuit ruled 2-1 on Friday, September 25, 2026, that the Pentagon's supply-chain risk label on Anthropic's Claude models can stand, rejecting Anthropic's claims that the designation was arbitrary, unauthorized and unconstitutional. Judges Gregory Katsas and Neomi Rao formed the majority; Judge Karen LeCraft Henderson dissented.
